Groundbreaking Ceremony Held for Taichung Fengmiao Offshore Wind Farm Onshore Substation EPC by TECO

The groundbreaking ceremony for the onshore substation of the 500MW Fengmiao Offshore Wind Farm—undertaken by TECO Electric & Machinery Co., Ltd. as the EPC contractor—was held today (20th) at Taichung Port. The project includes the construction of the 500MW offshore wind farm’s onshore substation and related facilities is set to be completed by 2027. Once operational, the wind farm is expected to generate approximately 1.97 billion kWh annually, reducing carbon emissions by 1.176 million tons each year.

TECO Intelligence Energy Business Group President David Kuo emphasized that offshore wind farm development poses significant challenges due to harsh construction environments. However, with over 2.5GW of experience in onshore substation EPC projects and TECO’s own power equipment portfolio, the company will keep developing local supply chains and industry capabilities to support Taiwan’s offshore wind power localization, while exploring further opportunities in the Asia-Pacific wind power market.

The ceremony was co-hosted by Taichung Deputy Mayor Kuo-Jung Huang, Fengmiao Offshore Wind Farm CEO Mark Wainwright, Copenhagen Infrastructure Partners (CIP)  APAC Chair Marina Hsu, and TECO Intelligence Energy Business Group President David Kuo. In his speech, President David Kuo highlighted TECO’s unwavering commitment to the highest standards of safety, quality, and environmental sustainability. A key feature of this project is the integration of a comprehensive remote monitoring system, enabling the substation to operate as a smart facility with real-time control of both the substation and offshore wind farm operations. He reaffirmed TECO’s dedication to working with partners to accelerate the localization of Taiwan’s wind power industry.

Fengmiao Wind Farm’s green electricity has been sold through Corporate Power Purchase Agreements (CPPA) to six companies—Google, Sino-American Silicon Products, Taiwan Mobile, Far EasTone Telecommunications, United Microelectronics Corporation (UMC), and MediaTek—making it Taiwan’s first offshore wind farm to move away from the traditional feed-in tariff model and directly supply multiple corporate users.

CIP’s Fengmiao Offshore Wind Farm CEO Mark Wainwright stated that building on CIP’s successful delivery of a 900MW project in the Taiwan Strait, the company is fully committed to delivering Fengmiao on time and to standard, supporting Taiwan’s net-zero transition and helping corporations achieve their RE100 targets. CIP APAC Chair Marina Hsu emphasized that more than 70% of the project financing comes from local banks, embodying the vision of “funded by Taiwan, generated in Taiwan, and used by Taiwanese companies.”  Hsu added that the project also contributes to the carbon reduction goals of both Taichung City and local corporations.

TECO further noted that it is collaborating with Pacific Engineering & Constructorson design, civil, and MEP works, and with EDS International for architectural design. The substation site will feature winding pathways, lush greenery, and open recreational spaces, blending seamlessly with the Taichung coastal landscape and local culture. The design emphasizes harmony with nature, enhancing both environmental integration and community access, creating a new space for residents and visitors to connect with the natural surroundings. With its distinctive architectural and landscape identity, the project is expected to become a symbolic local landmark—showcasing TECO’s commitment to advancing renewable energy while upholding cultural values and sustainable development.
