Onshore Engineering for Changfang & Xidao Wind Farms Breaks Ground

Onshore engineering project for Changfang & Xidao Offshore Wind Farms broke ground in Lugang township of Changhua County (July 23). 

The project includes transformer stations and booster stations, as well as other related facilities, for the two wind farms, which will provide the power needs of 600,000 households after completion. With TECO Electric & Machinery as the general contractor of the project, the facilities will become part of the national grid run by state-owned Taiwan Power Company.

The ground breaking ceremony was presided jointly by Dennis Sanou of the Changfang & Xidao offshore wind farm project of Copenhagen Infrastructure Partners (CIP), developer of the project, Hsieh Tien-lin, speaker of Changhua County Council, Chen Shan-jung, chairman of Pacific Engineers & Constructors, Ltd., and Lien Chao-chih, president of TECO.

Lien Chao-chih remarked that with backlog of onshore engineering projects for offshore wind farms totaling 900 MW in capacity, TECO will spare no effort winning general-contractor business for the onshore engineering works of other offshore wind-farm projects, such as Hai LOng 3 and Formosa III, in a bid to make TECO the leading brand for renewable-energy engineering works in Taiwan. TECO boasts abundant track record for power engineering works, including Ludao power plant, Lanyu power plant, and Ilan city substation.

TECO will collaborate with Pacific Engineers & Constructors in carrying out the onshore engineering works of Changfang & Xidao wind farms, including design, civil work, and electric machinery, as well as power lines for transmitting power output of the two wind farms to Taipower grid and facilities for remote monitoring of the operation of wind farms and transformer stations. Construction works will be carried out in an environment-friendly manner, without air pollution and noise. TECO pointed out that the projects will contribute to the localization of offshore wind power in Taiwan, paving the way for foray into other Asia-Pacific markets.

Hsu Nai-wen, chief development officer of Changfang & Xidao offshore wind farm projects, noted that "First item of the onshore engineering works for Changfang and Xidao wind farm projects will be transformation stations, which be built on a very high localization basis." For localization, TECO will develop a indigenous supply chain for the engineering projects.
